About Chilika Development Authority

The Chilika Development Authority is a government organization dedicated to the conservation and development of Chilika, a famous wetland located in Balugaon. We are currently looking for qualified candidates to join our team in various positions.

Post I

JRF – NPCA project

No. of post: 1

Essential qualification: M.Sc. Botany with 55% marks

Desirable: Minimum 01 years of field experience in plant identification, inventorization from coastal sites

Monthly remuneration: 20000/- consolidated

Maximum age limit on the date of interview: 32 years

Primary duties: The candidate will be responsible for laboratory and field work related to plant identification and inventorization from Chilika and other wetlands.

Post II

JRF ECRICC project

No. of post: 1

Essential qualification: M.Sc Marine Biology/Zoology/Wildlife Biology with 60% marks

Desirable: Minimum 01 years of field experience in coastal biodiversity analysis, zooplankton/benthos identification

Monthly remuneration: 20000/- consolidated

Maximum age limit on the date of interview: 28 years

Primary duties: The candidate will be responsible for laboratory and field work related to identification and inventorization of zooplankton/benthos from Chilika and other wetlands.

Terms and Conditions for the Appointment of Junior Research Fellow (JRF) NPCA/ECRICC

The appointment

of the Junior Research Fellow (JRF) will be carried out under the stipulated terms and conditions as outlined below:

  1. The headquarters will be situated at the Wetland Research & Training Center (WRTC), Chandraput (Near Balugaon), Khurda district. You will operate under the supervision of the Senior Scientist, WRTC, Chilika Development Authority.
  2. The engagement is entirely temporary and will cease to exist with the culmination of the Project, the exhaustion of funds, or in accordance with the actual work requirements within the project—whichever occurs earlier—as deemed appropriate by the Chief Executive of CDA.
  3. Initially, the JRF’s engagement will be on a provisional basis, contingent upon the verification of original documents at the time of joining, as detailed below: i. Educational qualifications, experience, date of birth, and other credentials as claimed in the application form. ii. Medical Certificate issued by a medical officer not below the rank of Assistant Surgeon, supporting physical fitness. iii. Character certificate issued by two gazetted officers. iv. Relieve order, clearance certificate from the previous employer, if employed.
  4. JRF may be required to work anywhere within the jurisdiction of Chilika Development Authority, participating in field sampling and laboratory work on a day-to-day basis as directed by the Senior Scientist.
  5. This engagement as JRF does not confer any right to a regular appointment at any time in the PSU or any other State Government Organization. The engagement is purely temporary and shall not invite any legal recourse now or in the future.
  6. The travel expenses (actual) related to the project assignments will be reimbursed by Chilika Development Authority as per the Budget provision of the project and guidelines of the State Govt.
  7. The appointment as JRF will be on a consolidated remuneration of 20000/- (Rs Twenty thousand only) per month. No other allowance or benefit of facility will be granted. The JRF will not be entitled to any type of group life and medical insurances.
  8. JRF will submit a work progress report every month, and the remuneration will be released only on the recommendation of the Senior Scientist.
  9. In the event of unauthorized absence beyond a period of three (03) days or any other misconduct, the JRF shall render themselves liable for immediate disengagement.
  10. All materials/data/assets produced or acquired under the terms of appointment, such as written, graphics, films, magnetic tapes, or other materials, shall remain the property of the Chilika Development Authority.
  11. JRF would be entitled to 12 days of casual leave during a calendar year, which shall only be availed with prior written permission from the supervising officer.
  12. No data or outcome of the research project in any form would be published or utilized without the prior written permission of Chief Executive, Chilika Development Authority.
  13. The offer of the JRF position shall not confer any right to seek absorption into CDA Cadre, on termination of the project.
  14. The JRF will be held personally responsible for any loss sustained by the project through fraud or negligence on their part.
  15. Neither the CDA nor the State Government of Orissa shall be liable for any compensation towards sickness and injury during the period of the contract.
  16. Upon termination of the project or funding, whichever is earlier, JRF will be liable to hand over all the assets and records of the project in their possession to the Chief Executive or any officer authorized by him.
  17. The Chief Executive, CDA reserves the right to terminate/discontinue the JRF without notice or assigning any reasons whatsoever: i) If negligence in duty/job assignments or guilt of misconduct is found, or in disciplinary activities. ii) If the performance is found to fall short of the desired standards. iii) Any other reason affecting the ongoing research project.

Post III

Project Fellow – (OST)

No. of post: 1

Essential qualification: M.Sc. Biotechnology/Microbiology/Life Sciences with 55% marks

Desirable: Minimum 01 years of laboratory experience in bacterial culturing, microbiological techniques, DNA extraction, PCR, sequence analysis

Monthly remuneration: 17000/- consolidated per month

Maximum age limit on the date of interview: 28 years

Primary duties: The candidate will be posted at Wetland Research and Training Center Balugaon and will be responsible for laboratory and field work related to microbial community analysis, PGPR isolation and characterization, and field trials in the coastal area in collaboration with the National Rice Research Institute Cuttack.

Terms and Conditions for Appointment of PROJECT FELLOW – OST

The appointment of the PROJECT FELLOW will be carried out under the following terms and conditions:

  1. The headquarters will be located at Wetland Research & Training Center (WRTC), Chandraput (Near Balugaon), Khurda district. You will work under the supervision of the Senior Scientist, WRTC, Chilika Development Authority.
  2. The engagement is purely temporary and co-terminates with the duration of the OST Project or the availability of funds, or as per the actual work requirement within the project—whichever is earlier, as deemed appropriate by the Chief Executive CDA.
  3. Initially, the engagement as PROJECT FELLOW will be on a provisional basis, subject to the verification of original documents at the time of joining, as detailed below: i. Educational qualifications, experience, date of birth, and other credentials as claimed in the application form. ii. Medical Certificate issued by a medical officer not below the rank of Assistant Surgeon, in support of physical fitness. iii. Character certificate issued by two gazetted officers. iv. Relieve order, clearance certificate from the previous employer, if employed.
  4. PROJECT FELLOW will work anywhere within the jurisdiction of Chilika Development Authority, as and when required by the Authority. PROJECT FELLOW will participate in field sampling and laboratory work on a day-to-day basis as directed by the Senior Scientist.
  5. This engagement as PROJECT FELLOW does not confer any right to a regular appointment at any time in the PSU or any other State Governments Organizations; the engagement is purely temporary in nature and shall not invite any legal recourse now or in the future.

The expression misconduct would mean improper or unprofessional behavior, bad management, misbehavior, etc. Whether an act is misconduct or not would be construed by Chief Executive at his discretion and an appropriate committee constituted in this regard.
  10. All materials/data/assets produced or acquired under the terms of appointment – such as written, graphics, films, magnetic tapes, or other materials shall remain the property of the Chilika Development Authority.
  11. PROJECT FELLOW would be entitled to 12 days of casual leave during a calendar year. The casual leave shall only be availed with prior written permission from the supervising officer.
